My family is at Hill of Rest and I have several issues with it. Let's start with the main one; the reason I gave it a Terrible Rating.
Other than the WWW and the funeral homes, I don't know whom to contact - no one seems to know who is in charge of or who runs the cemetery.
Whoever is in charge of this 1903 cemetery, no matter how old it is; no matter how old the graves are, should be ashamed of how its Babyland is treated by the maintenance crew. My parents are just across the street and I visit frequently so I can attest to this practice: the children's moveable stones are picked up, the area is mowed, then the stones are replace in an extremely haphazard fashion. Only one or two children have permanent, cement covered graves and markers. By these anyone can tell the surrounding stones are in a different location after each mow.
These kids are from my generation; their parents are dead, so I guess it doesn't matter to these guys. I hope the cemetery keeps records as to where this or that baby lies in case some genealogist is interested in visiting a long lost relative; the stones aren't going to tell them anything but name and dates; how on earth are they going to know where to bury another baby without running into an old grave??? I've never seen the disarray as bad as it was last week. The stones were almost in a pile together. If you're not going to treat these little graves with any respect at all, why not just take up all the loose stones and make a memorial wall out of them?? That way you can mow without any extra work!
I'm grateful that my mother moved my baby brother to her family plot. I know exactly where he lies. Had he remained in Babyland it would have been a coin toss.
This may not matter to most as it does to me.
    Despicable.
